因為CBD的交通網絡發展成熟，可達度高，可節省交通時間和成本，吸引大批人流，因而有較高的營
業額。因此，相對於其他土地利用類型( EG.工業.住宅)有較高的付租能力(即
可支付較多租金)，地主願意租出。
城市中心的土地面積有限，而commercial firms 所需要的土地亦較少(EG 律
師樓)
當一批commercial firms 在CBD集聚時，會形成集聚經濟效益，commercial
firms之間可以分擔營運成本，因而吸引更多commercial firms
