point slope form:
y – y1 = m(x – x1)
m is your slope, and the point is (x1, y1), so simply plug these values in.
y - (-3) = -2(x - 0)
y + 3 = -2(x - 0)
To get it to slope intercept form, simply isolate the y by subtracting 3 from both sides of the equation.
y = -2x - 3
This tells us that the slope is -2 (which we already knew) and that this line crosses the y axis at -3.

-3 =-2(0)+ b
