simply because temperature of burning match isn't high enough to ignite the magnesium ribbon.

at least 500 degree for a period of time is needed, while match may not be able to reach such a temperature. also, the duration of burning of a match is short, while ignition of magnesium ribbon in non-luminous flame of Bunsen flame may still need 5~10 seconds.
