The terms are a bit awkward, but if you really use these terms they can be interpreted as follows:
Express maintenance service fees:
I take it that there are two levels of charge. The client pays a certain amount for 'ordinary' maintenance service, but if they require express service they can pay a higher fee, thus "express maintenance service fee"
Express fees (include but not limited to the express maintenance fees, etc.):
You provide your client other services in addition to maintenance, e.g. telephone consultation. When you say express fees, it would mean paying an extra fee to obtain express service. This fee covers all kinds of services including maintenance. If the client is not willing to pay such an express fee, he/she can only get 'ordinary' service which would no doubt be less efficient.
Generally speaking, the former makes sense.
