ΔG = ΔH – TΔS for the rxn to be thermodynamically allowed ΔG must be -ve. Turning it around for a rxn to be nonspontaneous ΔG must be +ve for all temps. This condition is only met in the case when ΔH is +ve AND -TΔS is +ve at all T, and the latter condition is met when ΔS is -ve. So the answer is C.
