"Great barkers are no biters"(「.聲大冇準」、「虛有其表」)雖然是含有些少「好狗不擋路」意思的英成語，但似乎頗有差別。

There is no such thing as "好狗不擋路" in English, "Great barkers are no biters" is the closest and the most appropiate answer.
If you tell a foreigner "A good dog never gets in the way", they would probably give you a confuse look and not knowing what your EXACT point is.
