how proteins are held in the cell membrane?

As proteins are also zwitterions, their hydrophilic (polar) regions can be located in the aqueous parts, facing either the inward side or the outward side of the cell membrane.

I don't understand this sentence. Could anyone please explain this to me? Thanks a lot!!!!!

half of answer is the translation of original question by things like google;
another half of answer doesn't explain much.
