To the best of my knowledge: Saudi Arabia is an absolute Monarchy which made an agreement with the Solon of Wahabi Islamic sect. The king has his advisors (mostly Princes), there is strict segregation of the sexes and slavery was not officially banned until 1964 or so.

Sharia law is administered as civil law. The king may pardon or exceed sentence of crime: A princess was once shot in lieu of beheading. A crime of theft went from removal of the hand to that of the head since the thieves wore Police uniforms. The Prince at the Majlis quipped that the victims would not have stopped except for police.
