Unless you hold an extended stay visa in Australia (like student or work visa), otherwise, the U.S. Consulate in Australia will not process your application (unless it is a life-or-death issue).

You can do it in Australia, as soon as you can show your valid student visa from Australia Immigration.

But at the simplest level, how do you apply for your student visa will be similar to how will you apply for travel visa (except you don't have to prove admission.)
