No, for one they shouldn't use Fluoride in a dog's mouth. They also shouldn't be swallowing human toothpaste.. just like you and I shouldn't, and it would be hard to make them rinse! They make dog toothpaste in flavors they like, they can swallow -that- without harm.

From experience, when I was little I brushed my cat's teeth with human toothpaste once. She started bubbling spit bubbles and the mouth and acted very lethargic. I got scared and rinsed her mouth out with water because I didn't want my mommy to be upset with me. Thankful to say she survived and is still living to this day (17 years old). I know that dogs are not cats but just a scenario to put out there for ya.
I would definitely not recommend using human toothpaste. When the animal swallows it they could get very ill. Go to a local grocery store, or a pet supply store and get dog toothpaste.
