No. It's a bad idea for anyone to travel around a foreign city without a mobile, and without knowing how to speak the language.

In term of safety, shopping, and food; Hong Kong will be the place but there is no skiing.

South Korea could be a good choice with skiing activities, shooping and great for sight seeing.

If you like adventures like sky diving, bungee jumping, Queenstown at South Island of New Zealand would be the great one but it is on spring there in November (near to summer time). If you r talking safest countries, Singapore "probably the lowest crime rate" :)
