既然你已知道to be是文法上的verb infinitive或稱finite verb的我也不再多加解釋了。to-be是可解作未來的, 如準新娘 a bride-to-be, a bridegroom-to-be,
a mother-to-be等, 但世事難料, 婚事可能告吹, 胎兒可能夭折, 所以未必是確實的事；同樣地奥巴馬在大選前夕也與興奮地握着拳對太太說, " I am going to be the President of the United States of America !" 而不說 I am the President......",原因就是未百份百成事實。你舉的例句用to be亦是同一理由,
1) If education standards are to be raised, 只是個假設, a supposition,相等如
If educations standards are going to be raised,含義是不單教育水平並未提高, 更且是提高的計劃尚未在進行中。若然提高教育水準的方案或計劃已在進行,成功指日可待,你就可以用你的 If education standards are raised....了。

2)這句就因為 You believe it is doesn't mean it really, factually is.Regardless
how sure you may be, it is only your own belief. In this context, therefore,
to use ' to be' is adequate.

用to be係因為意思是「假設」的做法。這是英文「未來」式的其中一種意思，就是一些「如果」/「猜測」情況的句子中的動詞便會用上。如果只是說are raised便失去了那種未發生而想像的感覺。

我相信需要看罷整個句子的意思才肯定, 但表面上是假設education standards將會被提升而將導致某些結果產生. 現實裡仍未事實, so 不會用present passive voice.
