內文是:

For President Sarkozy, raising the retirement age is a key cost-cutting reform. The unions said two and a half million people marched today. The government said the figure was closer to a million. But everyone agrees the protests are growing and further strikes are expected. And later this month, President Sarkozy is likely to announce fifty billion dollars in spending cuts.

Spending cuts = reduction in spending.

"Fifty billion dollars in spending cuts" can be written as "Fifty billion dollars of reduction in spending".

For governments, "spending" means "expenditures", and covers more than "expenses", to include:
(1) expenses (such as salary and other costs of running the government),
(2) capital expenditures (such as investments in infrastructures),
(3) transfer payments (such as welfare payments).
