1. Before you save to GIF format, you can select all the layers and do the Merge Down, it can make the processing size smaller.

2.1 if you still can't save, try the Slice Tool to Select one or more slices.

2.2 With theSlice Select tool selected, click Divide in the options bar.
2.3 Select Preview in the Divide Slice dialog box to previewthe changes.
Divide Horizontally Into Divides the slice lengthwise.
Divide Vertically Into Divides the slice widthwise.
( Divide it to 3 or 4 slice )
2.4 Youuse the Save For Web & Devices dialog box (File >Save For Web & Devices) to select optimization options and previewoptimized artwork.
2.5 Make sure all the slices are selected GIF as saving format,
