firstly,your concept is wrong.the energy stored in the ice is total internal energy but not PE.secondly, i don't know wheather your ice is melting or not.if the ice is melting,the energy stored is PE.but if it is not melting, energy stored is KT.
Also, PE of the ice is different from the PE of stone in your example.PE of the ice is the fouce between particle.In your example, the kind of PE is between the earth and the stone.when changing of statue, particles move far away from each other.so the PE increase due to the distance between particles increase.when changing of statue, the heat energy supplied by the heater is all used to oppose the energy between particles, that is PE between particles.as a result, there is only increase in PE but not KE.but after all particle complete changing of statue,that means all ice has changed into water, the energy stored will be in form of KE again.
