Ukrainian is the state language, but Russian and other minority languages have guaranteed constitutional protection (see Wikipedia: Russian language in Ukrainian politics http://en.wikipedia.org/wiki/Russian_language_in_Ukraine#Russian_language_in_Ukrainian_politics ).
