Nymphaea 睡蓮 has floating leaves, i.e. upper surface exposed to air while lower surface immersed in water. while stomata on upper surface allow gaseous exchange for palisade mesophyll cells, gaseous exchange of lower side is carried by direct diffusion into water . there's no need of developing stomata.
