When rounded off to 3 significant figures, the number is divisible by 4.
Hence, the number with 3 significant figures may be: 9880, 9900, 9920 and 9940.

In this range, no odd number is divisible by 13.

For 9900, the number is between 9895 and 9904 inclusively.
In this range, no number is divisible by 13.

For 9920, the number is between 9915 and 9924 inclusively.
In this range, 9919 is divisible by 13.

For 9940, the number is between 9935 and 9944 inclusively.
