2. flapping their wings = the movement which indicates they're ready to set off or go somewhere
3. burst in = going in or getting in the middle of something at an instant

They are flapping their wings = They are ready to go or to do something

It is impolite to burst in on him when he is talking = It is impolite to interrupt him when he is talking.
