Does she normally hang out with more guys or more girls? A lot of girls prefer to hang out with guys rather than girls because it's a lot less drama to deal with, and a lot more chill.
She probably finds you attractive, that much is pretty obvious. There's always that chance that she's just too shy to approach you herself because she's shy, nervous to get rejected, etc. So yes, there's a good chance she wants YOU to approach HER. You don't even have to flirt right away, just getting to know her and be her friend could give you more clues to if she likes you or not. Maybe you'll just end up with a really good friend, either way, there's no downside.
