The correct usage of "as...as..."?

Hello everyone,

I've just read the following sentence and pondered if it is grammatically right, could someone help?

"Nine major systems supplied the occupants of Rome with as much water per person as IS PROVIDED in many parts of the industrial world today."

My question is whether or not the capitalized part of the above sentence is correct. Should it be changed to "IT is provided" instead?

It's correct as it is.

If you changed the sentence to ... IT IS provided ... , the second "as" (the one immediately in front of the proposed change) would acquire a meaning like "because" which is not in the original text.
