EM Waves consist of vibrating electric field. Why is EM wave neutral(carry no charge)?

電磁波沒有帶電子/質子/沒有失去電子(因為沒有質量),所以不會對外形成電場,更不會帶電荷

Just like a gravitational field is produced by mass. The field itself carries no mass.
An electromagnetic field is produced by oscillating charges. The field itself carries no charge, and hence is neutral.
