You probably have some debris holding the valve open, or a defective valve. They do make valve stem removers, inexpensive, at the bike shop. Tell them of your problem, and ask if they have an old tube to take a spare valve home... (they will have one). At the same time buy a spare tube for future use! You can insert the tool, unscrew and remove the valve, clean it up and reinsert it. It still may fail. If you have that spare valve you got from the shop, insert and try it! If it still fails there is probably something in the valve stem itself that will prevent the valve from closing.
That being the case, the safest and surest way it to just replace the tube with the new one you got at the bike shop!.
