It is because there are free electrons present in conductors. These free electrons are responsible for conduction of electricity.
The presence of free electrons are much lower in non-conductors (insulators). This is why electricity cannot pass through.

"Free electrons"(自由電子) are those electrons that are not bound by atoms. As such, they have high mobility, and are free to move under the influence of electric field. Hence, the name "free" electrons.

Apart from free electrons, any substance that carries free charged particles could conduct electricity. An example is the conduction of electricity in electroyle, in which positive ions are responsible for conduction.

It is true, There is no perfect insulators. There is still a few free electrons presence in non-conducting substances. When a high voltage is appled, it could still set up an electric field inside the substance and cause the few free electrons to flow, resulting in a very weak current..
