Both of the snetences above are right.

But, their meanings are totally different.

Question 1 ask you if it is needed or not to have firemen or firewomen
and give your reasons.

Question 2 just ask you the reasons why people need firemen
or firewomen.

No.1 is grammatically correct.No. 2 is wrong. ‘Need’ is used as a full verb. It should be: Why do people need firemen or firewomen?---à this is much better than no. 1
