改革的重點，在於把過去源於英國的三二二三學制的三年初中、兩年高中、兩年預科及三年大學本科課程，改變為加拿大及美國等國所採用的三年初中、三年高中及四年的大學本科課程。另外，因應課程結構的轉變，政府亦推行各個新的科目，並聲稱此舉可以給予學生能夠報讀更多實用的課程，以及能更專注於學習及生活，而並非對考試技巧的操練。
新課程把部份過時的科目剔除，而中國語文[1]、英國語文、數學科以及通識教育科會成為必修科目。
