本人將會於今年10月跟丈夫前往德國,因他要到德國讀博士,而我也會跟著前往,但我有一個疑問,我是否需要特地去辦居留簽證或依親簽證?
In your case, you will need a Germany Visa to stay in Germany.
You can simply ask your husband to applya dependent visa ontop of his student Visa. That would do the trick
我於2009年持BNO到法國旅行,當時的海關人員並沒有在我的護照上CHOP印,當時更被海關人員叫我排EU 的COUNTER,既然我的護照沒有CHOP日期.那我是否可以住歐洲?
Bascially It's different.
You can just show your passport and go pass any EU border Post (Including the UK) as BNO and BC both does not require a Visa to Enter EU.
The stamp you are talking about is basically stamped to the passport for;
1.) Non-Biometric passport
2.) Passport holder that will stay for more than 6 months.
If your passport is a Biometric Passport or You are staying for less than 180 days (in UK) or 90 Days (in other EU Country) you will not get stamped.
You also need to bear in mind that you don't get stamped in Border Post DOES NOT mean you can live and work in EU freely or have EU Residence Right.
For a EU National to live in an EU State that's other than their own, that EU National MUST REPORT TO THE LOCAL POLICE OR IMMIGRATION OFFICIAL.
For example, i am an UK Citizens, if i want to live in France ultilizing my EU Residence Right, i will need to register myself with France National Police and they will give me a Residence Card to start living in France as an EU National.
Even if you does not have stamped in Border Post in France, you still need to be able to register to French police for residence, and only passport holder with European Union written on the cover page can do that. (BNO does not have EU Title on the coverpage, so you will not be able to register to French, or in your case, Germany Police when you need to)
Hence, BNO holder does not have EU residence right.

Lol, i know your meaning....
Official EU policy does not stamp people for Biometric Passport and Under 3 or 6 months stay.
But what they do with their stamp is their business. No one (Including me) could answer all the situation

I got a friend Who is an ILR Stamp holder in the UK (Same as permanent residence) last year when he head back to the UK using his BNO, he got stamped a 6 month entry in Border Control in the UK....

When my friend go ask the IO why, the IO simply say he didn't see the ILR stamps and gave him a 6 months chop
People do all sort of thing for all the reason, maybe last time when your husband enter EU border his biometric passport is a bit dirty and didn't read

So the IO just stamp it, or it could be like my friend, simply didn't see that's a Biometric passport, so he got stamped, there are millions reason (Well, not literally) why your husband got stamp last time..... No one can be sure.
