Anyone know about President Karzai's cloak?

Whenever I see the President of Afghanistan he is wearing a beautiful green cloak. Does this have any significance?

Dont forget that hat to go with the cloak. Looks very theatrical. He is all show, no substance. He should be on stage in Vegas.

I suspect it's the official Presidential mantel of Afghanistan... Always worn by the President when he's carrying out his official duties...
