TECHNICALLY, you can apply WHMV a few days before you turn 18. The time for application is calculated at the date your application arrive in Australia. It generally take 1-2 weeks to take the application to Australian Processing office.

Important: Your age will be determined as the age you are in Australia at the time your application is lodged (Australian Eastern Standard Time (AEST) or the Australian Eastern Daylight Savings time (AEDST)). Because of this time difference you are advised not to wait to lodge your application until you are about to turn 31, as the system will take the current date in Australia as your application date.

You can skip ahead a few day before you turn 18.

After reading all of the above answer, they all forgot 1 thing. You need to prepare at least 2 months spending money before you travel to Australia.

This is very important, as if you do not have at least 2,000 AUD in your pocket (Or in a cheque or credit card or anything to put on) you will be refuse entry in the border post.

Tho 417 is a working visa, the department will still look at the fact that can you sustain your stay in Australia, my wife have seen many people get to Australia using WHMV with a few hundred in pocket and got turned back.

If they enforce it and you didn't bring enough (It's 5,000 officially, but 2,000 is enough) then it will be your bad, you think or not is not important, the most important thing is did you bring enough.

They did refuse entry to WHV holder if they did not have return ticket, if you are in australia at the moment, try tune to channel 7 and watch a program called Border Security (I think they show it every sunday)

They will check, tho not everyone, But if the asker listen to you and did not bring the money and he got check, he will be in a big trouble.
