In my book, when a lady hints her interested on a guy or even said it out in your case ...and he still take no action but keep silence !!......
Most likely ...you are not his cup of tea ...to avoid embarrassing, so he chose not replied or reject you directly .
Keep silence in this case is a politeness for him ..so you two can hv 下台階...
if i were you, i will send a msg saying, OK ..i get what you mean/guess i know what you mean by keep silence. I will be happy to just fds with you, wish you all the best ... .Then say hi to him as fd when seeing each other !!
