The PDF has a very good description of how the circuit works, much better than I could do. .

The circuit is simple and straight forward.
It is noticed that D5 (GREEN LED) apperas to be biased incorrectly in the schematic diagram. It should be biased in similar manner as the warning indicator LED (D6).
