一楝樓宇的結構是否安全，不完全由樓齡決定，港島由太古起的唐樓，雖然超過五十年，結構依然完好，起樓時落足料嘛，大角咀的爛樓臨近海邊，空氣鹽份高，先天不足，業主質素參差，平日的維修保養不做好，後天失調，棟樓所以甩皮甩骨
土瓜灣塌樓事件並非偶然，一方面樓宇結構不佳，起樓時沒有採用當時較佳的技術及材料，樓宇後期業主並非自住，不會在意樓宇的安全衛生條件，只以最低成本應付政府的命令，業主的最大期望是收購重建，賺取最大回報，樓宇的爛，部份是業主所樂意見到的

design life means the as-built building could serve its purpose (fit for purpose) under regular maintenance up to 50yrs. It may still be failed before 50yrs if there is no maintenance at all.

On the other hand, the building may not be suitable for accommodation even it is not failure (e.g. serve cracks, water seepage, etc.)
