30% of 5L = 1.5 L

20% of X = 1.5L
X = 1.5 / 0.2 = 7.5 L

so you have to add (7.5–5) = 2.5 Liters.

Let the volume of water be x.

active ingredient / volume = concentration
active ingredient = 30% * 5
volume = 5 + x
(30% * 5) / (5 + x) = 20%
1.5 / (5 + x) = 0.2
1.5 / (5 + x) * (5 + x) = 0.2 * (5 + x)
1.5 = 1 + 0.2x
0.2x = 0.5
x = 2.5
