Ok so my *are supposed to mean ^(exponential)

I think you need to use more standard terminology, because I read this as

–(2/3)(–3a)
+2A

* or × indicates multiplication

^ means exponentiation


edit re additional comments.
ok, then you have
(-a³)^(–2/3)
exponents multiply in this case
(–1)^(2/3) × a^(–2)
(–1)^(2/3) / a²

(–1)² = 1
and the cube root of that is 1

so the answer is 1/a²

.

Legend: ^ expenontiation, * multiplication, - unary minus (highest precedence)

(-a^3)^-2/3
=-a^(3 * -2/3)
=-a^(-2)
=1/-a^2
=1/-a²
=1/a²
