"How many pencils? "
Does this sentence make sense and grammatical?

I was thinking to use "How many pencils are there?"
But this might be too long for ESL kindergarten kids.
And I have to print this in a book, is "How many pencils? " acceptable,
or has it got to be "How many pencils are there?"
Strictly speaking. Many thanks.

"How many pencils are there?" is correct.
"How many pencils?" is a fragment that could have many possible endings, i.e. "are red" , "were broken" , "will be needed?"
This also helps to clarify the tense.

"How many pencils?" is understandable but technically it should be "how many pencils are there?" to differ between past and present tense.
