Very happy to see what you've done to give us all those clues. Saves a lot of guess work and time.

A. The most probable scenario is the motherboard might be dead. Reason is physical wear and tear from aging can cause circuitry breaks and splits on the board. These faults are usually very hard to detect and time consuming to repair. It costs more for repair than to buy a new one now. No beeping from board BIOS is the main indication. (This happened to me once, actually)

B. Second possibility is the power supply. If it can't keep a constantly high enough voltage, the board won't start due to built in safety measures otherwise fluctuating power will burn it or any hardware plugged into it.

Unfortunately the only way is take it to a computer repair shop. Test power supply first then use test motherboard to find out.
