As you say it is not painful... and has been there for sometime... i do not think it is inflammation
I suspect that it is "squamous cell papilloma"

It can be transmitted through oral sex/unknown reason.
It is usually self limiting: you dont need to do anything and it will resolve.
It normally take months though... avoid kissing someone/oral sex as it can spread the virus.
Also, just a reminder. This virus can cause cancer, so be aware if they grow big

Firstly, it is extremely uncommon in adult... (i bet you are not a kid!)
Secondly, the "red thing" is your mouth would be painful if it is hand, foot and mouth disease.
