It's common. The other thing they do is have the bad guy be the white guy with the British accent.
To be honest, I think it's just a question of who their target audience is. If they think most people who go watch it will be white males, they'll have a white male star so the audience can identify with him. Then the bad guy has to be not easily confused with him. Easiest way to do that is to have them look and/or sound significantly different.
I've never heard anyone say they think all British people are bad because of the movie conventions. I can't imagine they'd be particularly more likely to think all Asians or blacks are bad because of it.
