1. Disconnect power and open the cover of your computer. Reverse hardware changes done previously,
if any. Reseat your RAM and dust all hardware & parts inside the tower with soft clean brush. Try to reboot and find out.
2. If unsuccessful, try to go into Safe mode on start up. If OK, scan your PC with your anti virus program to rule out infection. When finished, click Start then Run. In Run box, type sfc.exe /scannow (leave space between exe and /scannow) and press enter. Windows will ask you for your XP CD. Insert and follow prompt until finished. This repairs any corrupted system file quickly without formatting. Now shut down and reboot to find out.
3. If scannnow doesn't help, go back to Safe mode and copy all your important data onto a USB / External drive.
4. If you can't get into Safe mode at all, reinstall Windows again but do not select to format. This will repair system file and leave everything else in your PC. However, it could take up to 1 or 2 hours so we try the other ways first. Reboot.
5. If none of the above works, reinstall Windows with formatting. This will erase all data, files, folders, settings etc in your PC but we have no choice now.
