You can vote in HK's election if you have a valid Identity Card. With or without CHinese Citizenship or HK permenant residence.

You need to register yourselve in Civil Affair Office and then you can startvoting on next election.

However, you must be of 18 years of age or above and did not serving any prison time currently to vote....

1. Are you a Hong Kong Permanent Resident?

If no, you can't vote in any Hong Kong elections.

1. Are you trying to vote for U.S. election?

If so, you have to contact U.S. Consulate for detail.
