For unknown population standard deviation, we have to use the t-distribution
Since sample size is 25, degrees of freedom=24
For a confidence interval of 99%, there is 0.5% at each end of the distribution
This corresponds to a critical t value of 2.7969 [obtained by Excel formula=TINV(1%,24)]
