opportunity cost

Urgent!!

Alex need to study overseas, he need to pay the tuition fee, room and board (i.e accommodation fee and food), do you know which one is not counted as an opportunity cost, why?

If alex needs to study overseas, room and board is not avoidable as they ar daily necessities, they ar not oc
It tuition fee is the same as studying locals, it is not oc
If both of them are true, then there is no oc

Opportunity cost is the highest value option forgone. If Alex needs to pay the same tuition fee studying in Hong Kong or overseas, it is not counted as an opportunity cost of studying overseas.
