Which is correct?
"I don't know who he is."
"I don't know who is he."

"May I ask who you are?" or
"May I ask who you are?"

I don't know who he is, is the correct one.

Your second questions are identical.

The correct one is "I don't know who he is."

The second set are the same sentences and they appear to be correct.
