tax refund (canada) 2009,10

last year and this year (now) i visit vancouver, but last time, i mailed those information to van but the mail sent back and noted with "box closed" ?!

is no more tax refund now? or i just sent the worng address?
how can i get the tax refund?
any web site or information can provide for me?
