To best answer your question, I would need to see a photo... but going off what you have given me, I would suggest your fave foundations (if you need suggestions, check out my site and email me!). After applying that look, use a cream colored shadow on your lid, a black liquid liner, and top off with curling your eyelashes and applying mascara. For your lips, use a red permanent lipstick or it'll be sliding all over the place! Get a lipstick with blue undertones (see links below) since you have cool undertones judging from your blue eyes. Make sure you line lips first and fill in completely, then dust with powder before applying your lipstick to give it something to stick to! For your cheeks, keep them simple with just a peach blush. Also, fill in brows with a powder one shade lighter than your hair color. Top off the whole look with highlighter! You could buy a highlighter or just a pearly nude shadow (apply on cheekbones, brow bone, down center of nose, and on inside corners of eyes)!
