我的本意:不是英文需要我,而是我需要英文。

句子:Do you have seen her already?
本意:你之前不是見過她了嗎?

句子:After 18 years old of Hong Kong people need apply for the Hong Kong Identity card of adult.
本意:過了18嵗的香港人需要去申請成人身份證.

本意:不是英文需要我,而是我需要英文。
句子:It's not English to need me that is exchange.
批改:It's not English to need(that needs)/ need is the main verb
me that is exchange(but the opposite)/but-conjunction, exchange is the wrong word to use.
正確:It's not English that needs me but the opposite.(不是英文需要我,而是相反。)
完善的句子: It's not English that needs me but the other way round.

(二)
本意:你之前不是見過她了嗎
句子:Do you have seen her already?
批改:Do you have(Have you)/present perfect tense (not)不seen her already?
正確:Have you not seen her already?
完善的句子: Did you not see her earlier?

(三)
本意:過了18嵗的香港人需要去申請成人身份證.
句子:After 18 years old of Hong Kong people need apply for the Hong Kong
Identity card of adult.
批改:After 18 years old of (turning 18) Hong Kong people need (to)/infinitive apply for the Hong Kong
Identity card of adult(Hong Kongadult identity card)/adult as an adjective.

I have re-wriiten the sentences for you. Please pay attention to the sentence structure and learn to write them.

1. It is I who need English and not English that needs me.
2. Haven't you met/ seen her before? or

For the same question, you can use a question tag which is common in
Enlgish speaking countries:
You have met/ seen her before, haven't you?
3. Hong Kong residents of age 18 or above are required to register for a
permanent Hong Kong ID card.

第一句我會以「我需要英語為主要信息」,而建議寫成
It is I who need English, not the opposite.
這是按你的中文意思寫,但坦白講,這樣把英文擬人法並不太好。

第一句已改得很好,而且有兩個可能答案,原因是我們其實無法得知你所謂的「你之前不是見過她了嗎?」中的「之前」這「完成式」是甚麼用意,英語有些句法是要很細緻的,再加上這是反問句,另一種寫法是:
You have seen her already, haven't you?

第三句亦正確地依你中文意思寫成正確的英文,不過由於你中文的原用詞有問題,所以看上去仍不像英語人會講會寫的東西。

很對不起,你的句子改無可改,只可重寫:

1. It is not English that needs me but the opposite.

2. Haven't you seen her before? 或 Haven't you already seen her?

3. Hong Kong people of 18 years or older need to apply for the adult ID card.
