My suggestion is not to get the license.

Here are my reasons:

You are in fact eligible for a license. I think that due to miscommunication, they do not how to respond your inquiry.

Michigan has implemented a Graduated Driver License program, which you will need driving education and certain license experience in order to be a full license (like P-License in Hong Kong).

However, due to your short-term stay in the U.S., I doubt that if you can make it all the way to a Full license before you leave (it take at least 1 year to get the full license).

Also, Hong Kong does not recognize any licenses other than full license. Even so, a conversion of a full license must be satisfied by another 6 months of residency.

So the bottom line is it may probably a waste of your time and money to get one.

If you insist, take the driver education first.

u live in Michiagn, of course you take the driving test in there.
17 years old can drive. you can learn it from your school driving ED class, it cost 3 to 400 dollars.

you need to show your passport, school ID....etc. ask school office people, they will tell you what and where to do.
