1.The chance is infrequent. I met a superstar by chance this morning.
2.There is no specific guidelines on the basis. Decisions can be made of the basis.

I want to make Relative Clauses. 1.The chance by which I met a superstar this morning is low. 2.There is no specific guidelines on the basis of which decisions can be made.

they can be corrected to:

1. The chance is low./It is unlikely. I met a superstar by chance this morning.

'chance' and 'infrequent' do not match very well, 'infrequent' describes the frequency (no. of times a thing happens), chance can be described as high or low

2. There is no specific guideline. Decisions can be made on the basis of (usually followed by something).

no...(singular), then no need to add -s, we usually say 'on the basis of something', i.e. 建基於甚麼之上, so you can add what u are going to depend on when u make a decision.

1. Do you mean "fortunately"? "Fortunately I met a superstar this morning". Or do you mean it's not probable to happen? "It was not probable to meet superstar this morning"
