Why "based on" change to p.p.?

based on= in accordance with....根據, 基於
based on , past participle used as adjective, can be placed after the noun it modifies. = which is based on
e.g. The caste refers to a social system based on rigid distinction of birth, rank, wealth etc.
after verb to be (is based on)
The novel is based on historical facts.
最後一種用法: absolute structure, 用作意思獨立的子句, placed at the beginning of a sentence, or after the main clause. It is used to give additional information.
e.g Based on the information, I made up my mind.
I applied for the post based on the company information.

The sentences is not usual writing of a job application letter. I'm not sure about your question but to try to answer:

It is based on the above personal information, I would ...

"It is" may be omitted in practical or real-life english writing because it is not a complete sentence which is followed by the main clause.
