Definitely not Moscow, the skinheads and ultra-nationalist are all over the streets, people are killed in huge numbers every year. I'm not sure about the racial based violence in Germany, but its definitely lower than that in Moscow.

Both cities are safe,but just like anywhere use common sense when living there.All i can say is that both cities are safer than any American city
Just understand that Moscow is a very expensive place to live.It is fact that it is the worlds 3rd most expensive city in the world to live in behind Tokyo and another japanese city, i think osaka

I have black friends in Germany (Frankfurt and Koln). They love it. Very few blacks in Russia, but that doesn't necessarily mean it isn't safe.
Also may influence your decision: many Germans love to speak English, practice with foreigners, show off their language skills. Not so much with Russians. So if you're really good with languages, and comfortable with the governments in each, I'd say either one is fine. But if you're English speaking and a slow language learner, you'll do better in Germany.
OTOH, if you're talking Berlin, NH and Moscow, ID, I'd go with New Hampshire just because I prefer New England. They're both pretty cool places. Moscow, ID has the university there. Berlin, NH has a few community colleges.
Berlin has very low violent crime rate for a big city and of course you can meet racist ******* anywhere in the world, but the articles brought here demonstrate that statistically, it is more dangerous to be Black in Russia than in Germany. Still, I am pretty sure that most Black people are not theatened in Russia, but statistics say that Berlin is safer.
